It's most likely it.

I mean, it wouldn't make much sense to make a straight adventure game with those characters, and they're all holding cards in the teaser.

...plus it's a way to make easy money off the fans.

While it certainly does look like they're holding cards, I think it might be more action-adventure. The Poker Game was really only to test their in-house game engine. All other games they have made have been action-adventure.

They coulda done it, but they shouldn't have made that teaser image. It got far too many people excited.

A bunch of people are gonna buy this just for the TF2 weapons, and everyone's gonna go stupid over them like the Sam and Max items for trading. This is gonna be a nightmare for anyone who isn't a huge trade buff.

The game itself, eh.

Also insert obligatory complaint about Heavy sounding different even though his original voice clips were recorded years ago here.
