My bro has a cat like that. He also has a retarded one (no lie, this cat is so dumb, he has to scratch beneath the water bowl to find the bottom, or else he'll dip his face in the water.) Actually, here's some pics of Phantom, the world's dumbest cat.

Are you sure you're not just underestimating his inteligence? As far as I know, cats with blue eyes (they at least look blue in the top photograph) are more likely to be blind or have poor vision. If his sight is healthy, however, then yeah, that's pretty silly.

He's perfectly healthy, just dumb. Most animals look to the left and to the right while still walking in a straight line. He moves in whatever direction he's looking in. Trust me, he truly is the world's dumbest cat. He can't even jump atop things unless he can grab the other side.
