Exactly as the title says. It must have been hell to get all the right resources. This guy should totally have it showcased at Comic Con.

That reminds me of a report long ago about a bunch of people around a certain area dressing up in costumes, keeping watch of crime. Except they wouldn't actually fight them off. They would either pepper-spray them or threaten to call the police. There was also one group of costumed people who gave out money or food to the homeless.
Why are you so sure there already isn't one?
Not to my knowledge. I just hovered over the video one day, and thought it was really cool.
According to the guy, it's the "only actual turbine-powered Batmobile".

Have to say that's pretty damn awesome.

Ok, so he has the car. Does he have the suit? Mad Ninja skills? Gadgets? The ability to sniff a doorknob and tell exactly who done-it, like sherlock holmes?
He's so not Batman.

There are already vigilante troops that protect neighbourhoods. There are superheroes like Citizen Prime who make public appearances for charity and give out food at shelters. There are people who just get together to cosplay and do some [parasitic bomb], and then there's [parasitic bomb] like this.
...I kinda wish there was someone with the balls and the dough to do it at a large scale.
