Alright, now that I've had some time to mull this over, I'm going to say this:

MM10's better at sounding like a Mega Man game.
MM9 has a more solid set of catchy tracks.

So really that "best" title is up to you.

1.)As awesome as Eureka! is, it doesn't go with the pointy finger pose very well.
2.)What we need is somebody crazy/bored enough to edit Edgeworth's "finger to the forehead grin" pose.

I would say 10 feels more like a fresher  "new" Megaman, whereas 9 felt like Megaman 2: 2

Hmm. I'm noticing something about Wily Stage 2 and 3.

Is it just me, or could Wily 2 fit right in Mega Man X2, and Wily 3 sounds like a very basic but emphasized Megaman Battle Network song, like you'd hear in a "final area" just before, say, Alpha or Gospel?

The music in Mega Man 9 is pure 8-bit. The music in 10, on the other hand,...... well, I don't know how to describe it. For starters, the Wily Stage 2 music sounds like it could fit right into Mega Man X1-3. Wily Stage 3 sounds like a Mega Man 4 tune. The music in Mega Man 10 sounds like it was derived from a variety of sources.

Well, the RM stages are each done by a composer from an older MM game, so that might explain that a little...

I liked the soundtrack in the tenth a lot more. My favorites were Chill and Solar Man's BGM.  8D

Hm. Overall, I find it hard to choose which game has a better soundtrack. I loved them both. I'm gonna go with Rockman 10, mainly because it has one song (Against the Pressure) that I love and is one my top ten favorite Rockman tunes.

Both have good soundtracks.  MM9 seems to have played it safer and resulted in a more consistent soundtrack.  All of the themes are memorable and evoke the imagery of what they're going for, and I especially loved the Wily Machine theme with the sirens going off.  It gave a serious big boss feel.

Megaman 10 had a riskier soundtrack with more variety.  In some places it paid off, in others not so much.  Strike man's theme tried to sound sporty but it just fell flat (as did most of his stage, and overall design, but every game seems to have its one weak link.  Still it's the same soundtrack that gave us Solar Man's theme.  I don't think either Wily theme measured up to the MM9 Wily machine theme, but they weren't bad either.
