Well, guess what: there's such a thing as the CROP tool, and there's such a thing as Bicubic Smooth Resampling for ENLARGING images. The solution to your problem would be to, while maintaining aspect ratio, resize the width of your wallpaper to match your screen width, then CROP the area you want specifically sized to meet your desktop's resolution.
Sometimes, style IS everything. And I honestly don't get how the aspect ratio doesn't murder your eyes.

I have a 1280x800 15.4" widescreen laptop. And yet you don't see any of MY wallpapers get raped by aspect ratio. It's called having common sense and CROPPING the image, boy.

Plus, as much as they try to keep up with firmware updates, the capabilities DirectX 11 can squeeze out of the 360 graphics card can only go so far.
