There are two ways. MNG and APNG.
MNG is made by a group who wants a whole new standard. APNG is a hack of PNG that uses "Ancillary Chunks"(Sections of bits that are used for non-essential data) for extra frames. Because of this, MNG only works if your browser or editor specifically supports it. Meanwhile, APNG is technically to spec for PNG. If you cannot view APNGs, you can see the first(or a selected) frame of the animation because that frame is completely within the PNG Spec. All the other frames and timing data is in the Ancillary Chunks.
