They probably just don't want to spend the money to localise it in your region and don't think enough people would buy it.
That or they ran out of licences to sell. Which may seem silly since they own the rights, wholly, but it's possible?

Also, seeing as its a club nintendo thing its not really something purchased since you don't get it with real currency.

Anyway, they fixed it so it really was just Nintendo Internet incompetence.
