I recommend watching the anime up until about 24 or so, then continuing with the manga. (the manga has it's premise poorly explained )

Because he should be on The World, of course. Judgement is the angel who judges people's sins and offers them salvation and a new start; Arceus is a God, which is what The World represents - total harmony and unity of all things under a perfect being, whose essence resides within us all.

However, Arceus shouldn't necessarily be on the card, come to think of it - the original card depicts a nude hemaphrodite, not God, to symbolise the unison of two earthly genders to create a perfect, divine being. Hence, The World is the card of perfection, completion and ultimatum.
