So yes, it's a rip-off. There is no way it's official. You'll also notice it's in the left-to-right format.
At most it's like drawing a bad fan-fiction and getting a store to actually sell it.

And who the hell names their kid Naburo? At least Naruto sounds like a name. Naburo sounds like some nacho/burrito hybrid.
