Slice Man is the result of a few Nightmare on Elm Street movies, and pretty much is a robot version of the dreaded Freddy Krueger. Only difference, this one will stay down when defeated (well, unless it's the boss refights...).
His main weapon, Ghastly Slice is an always hit attack (Just like Aerial Ace, Swift, etc.). No enemy has ever survived from it. His other weapons include a pertifying stare to freeze enemies in their tracks (Ghastly Glare), or a sleep-inducing stare to put enemies to sleep (Dream Glare), and shooting with his buster (Ghastly Buster).
Character: It's Freddy. There's nothing else to say.
Weakness: With that Ghastly Slice, it's like there's no way to dodge... Wait, Oracle Sight causes attacks to miss...

You get this weapon from Slice Man. Megaman is able to slice up enemies with an invisible slice that never misses. (Ok, if implemented in-game, each slice on a normal enemy takes up one unit of weapon energy. Bigger enemies take up 2-4 units. Bosses weak to it takes up 6 units. It also clears all enemies on screen, so weapon energy is used culminlatively.)
