I don't think it matters. If you try to claim ownership of a fan RM, then it could easily be led to a legal battle between you and Capcom for claiming ownership of something you created under one of their franchises. Not a good idea.

There are many RMs that have been made that share names with either other fan games or official Mega Man games. For instance, Hard Hat 3 has both a Tornado Man and a Baseball Man. Whereas the former now shares a name with an official RM, the latter shares a basic concept. So don't do that, please.

(Yeah, it may seem like I don't work much on this project of mine, probably because I'm tinkering around with other things as well, and balancing time between them is no easy task.)

Hmm.. Since you're already using four palettes nearly to their limits, it might be hard to improve upon the background, but I think it feels a bit too bland as is...

Without changing anything to the tiles themselves, I think what you can first and foremost do is to change the set up of the background; move elements around to spice up the background. A good way to go at it is not to have everything in the same column. You might also want add some sort of conventional ceiling. That way the player's focus is drawn to where it needs to be.

When it comes to changing something to the tiles, I think the third palette group is an area of attention. That palette is used to create the wooden pillars going across the background, but those stand in very sharp contrast with the primary background color. I think it would help if you could give those pillars a more defined three dimensional shape, as well as finding a way to blend them with the primary background color more; some sort of shadow effect cast onto the wall might do the trick.

Aside from all that, though, I think you definitely got the theme of the area right.  Just spice it up and it should be good to go.

Dang it Dang it.  What else gonna happen,  I make a fan game and somebody else make the same thing and they get it play by everybody and I can't be able to have people play my game.  What the point of me making a fan game if somebody gonna make the same thing or similar boss.  I get angry at times but I don't know everything.  I'm alone and I have nobody to help me make a game. 

Even if we are gone, our ideas will still be alive.

I wrote a messages before about something and I remove it.  So you miss what I wrote before.  I draw a one of the boss Volcano man long ago when I was in intermediate school but somebody using Volcano woman, so I can't use or anything about my boss because of that.

That's right! You can make whatever robot master you want! Names are scarce as it is. You shouldn't let that alone stop you! What matters most is the design! Besides, there are lots of robot masters with the same name!

The broken red line going horizontally through the stage is a very nice addition. It really adds a certain feel that was missing before. The new pillars and color scheme add to that as well.

The addition of the ceiling works nicely too. I just feel you might want to lower it a tad more, and have a shadow being cast on the wall nearest the ceiling to smoothen the wall - ceiling transition.

I agree with Zan, that broken red line adds alot to the whole feel of the stage. I think the only thing that needs work is the spikes.

Needs a pipe with a right angle, with the top facing up. Also needs to be on the right side of the fortress. :P

Yeah, I retconned Launch Man to be named Missile Man.

Dr. Cavan Number! All my robot masters are DMN (Dr. Mirby Number) and Wily II's are DW2N (Dr. Wily 2 Number), so do DCN-XXX. That one's not taken, right?

The ??'s aren't really because I have no ideas on who these robots are made by, they're to keep secret the identity of one of the main antagonists in this game. (which I had already decided on).
