While the hadouken and shoryuken was there for fanservice purposes, I wonder did Light and by that token Magma Dragoon learn those moves? I am not sure the Mega Man series shares the same universe as SF but still Hadouen uses ki, not plasma energy. About the only moves Dragoon doesn't have is the Asura Warp, Tatsumaki and the notorious Shun Goku Satsu techiniques. Even so, where did he acquire them? Even if there are in the same universe, I highly Ryu and Ken would had lived that long.

Perhaps he learned the techniques from Akuma, killed him and took the beads
but Dragoon is just a big homage to Akuma so who knows

Dragoon learnt them by studying footage of X from the first two incidents
X learnt them from Light, obv
Light learnt them from watching Street Fighting tournaments; he was secretly a huge martial arts nerd (hence the getup)

Then Dragoon hid himself in a volcano to perfect them. But it will require a year or more to perfect said moves, and Dragoon doesn't have the Weapon Variable System that X has. Other than that he was an obvious nod to Street Fighter (Who wasn't a nod to other games in this series?)

Well, Capcom and their licensees, all seem to like amusing the idea that Mega Man may share the same universe as Street Fighter, or that there may be a Street Fighter that coexists with the Mega Man Universe. Be it Street Fighter moves in the X series, (Light/X/Zero/Dragoon/Tails Clan) or Wily as a Shadaloo Scientist in Udon's Street Fighter, it wouldn't surprise me if Light studied martial Arts when he was a young lad, maybe participated in a Street Fighter Tourney or two, and later decided to go to university for Robotics instead.

Stil, I wish that they put in the Tatsumaki, Ashura Warp and Shun Goku Satsu in there so that akuma reference is complete and that players can go 'ughh'.

Dragoon has Akuma's drop kick and his hop can be considered Ashura Senkku
