Rad, you need to have yourself a good dose of Harry Potter. Find yourself a good chair, sit down, and read the series. (You can watch the movies AFTERward. They tend to cut certain details.)

And drew up some brigadier general character, using an attorney from the back of my phonebook for facial reference.  I ditched the attorney's glasses and swapped his hair with the hair of another attorney and now he looks like someone else, but I can't quite figure out who.

For textures, I just use a preset brush in Photoshop, or one of my custom brushes.  Basically, the brush is a set of dots.  They make a nice texture when used.
