I rather liked the concept art of them being more like a mind control device that latched on to a reploids face.


I liked this idea too. It really shows Neo Arcadia's forceful slave-driving tractics; making use of refugee reploids
to locate the resistance base and save on manufacturing more themselves.

And X probably did, Pantheons originally were not made for combat.
Combat or not, I don't see the original X having that big of an ego as to mass-produce degenerated copies of himself.

But I guess one never knows...

Well, from solely ZERO1's perspective it certainly was Copy-X (or evil X). Who knows how that translates to the current canon. But you're right, I guess Copy-X did during the time he was not genocidal.
