Maybe Rock was forced to get one after the law was passed and then they scrapped him and the rest of Light's bots. Light secretly took Rock's mind (or whatever he needed) and made X. That's a possible explaination given what news MM9 shows.
In an interview Capcom states that Rockman and X are separate characters...one is not the other.

In the Japanese version of Roackman Zero, Weil is actually called Veil (and Vile in Rockman X Series is called VAVA).

"God I hate how people can be so biase about video games without a darn good reason, like for example a friend of mine said he didn't like Megaman or Halo because he thought it was the same as Classic Metroid and Metroid Prime respectivly. Not true Megaman and Halo may be similar to them at a certain degree but there are still enough differences for them not to be just carbon copies.
Another one hates games that are overly hyped like Super Paper Mario, Super Smash Brothers Brawl, anything that was displayed in the Xbox360 previews. I can sorta get that Brawl is getting kind of boring now but Super Paper Mario along with Super Mario Galaxy broke the RPG trend that nintendo kept making and brought back that platformer game style we know and love so I can't agree with him there."

Everyone knows what happens at the end of Rockman Zero 4 and that itself provoked many theories to try to prove Zero's survival bringing up others who without question stand by the rather obvious answer. Some people even suggest the idea of a Rockman Zero 5 (wth?). I'm wondering...looking at every evidence provided by Capcom (including 'RMZ Complete Works' and such sources) I am still not sure. Could anyone tell me their thoughts on the subject?

Ahh tough question indeed. I cannot decide between my favorite Rockman characters.
X - He is a quick and powerful badass with caring human emotions, a strong sense of justice, and, as Mr. Acrosurge stated, inspiring leadership (the proof is in how he created Neo Arcadia for both humans and reploids (until Copy X took over and screwed it up)). He always worried for others and that, in turn, is the secret to his power. The 'X' in his name represents infinite power and infinite possibilities. He can obtain weapons from irregulars and strong powers in the armors from capsules (that and he's the first RM character I've ever played with so yeah).
Zero - Dude the guy is just awesome. He wields a freaking sword! He sacrifices himself for his friends and no matter how many times he's "died" he always comes back stronger than before! He is calm, collected, and always follows orders (pure loyalty man
). Instead of getting weapons from irregulars he learns their battle techniques. Also he is basically the first maverick; no matter what's in his past he never lets it get to him, in fact he destroyed Omega (original Zero body with maximized powers) proving that he is the one and only Zero (that can kick your ass with or without his awesome power).
Maybe one more than the other at times but I can never choose between those two. -^^-"

Heh yeah I know how you feel. My cousins were watching me play, unfortunately, during that part. Their comments were very surprising to say the least. Also the different dialogue that Rospark spoke in between Grey and Ashe kinda gives me the idea that hes kinda weird in the head for Grey. O.O

Thank you for bringing that up. Notice that the rockmen that fuse with their models have the same color eyes as the model's original character? (ex. X and Vent/Alie have green eyes; Zero from X series and Girouette have blue eyes). However what puzzles me is that any OTHER rockman (excluding Grey/Ashe) has red eyes (Serpent, Helios, Atlas, Thetis, Siarnaq, Albert, Rufus, and possibly Pandora&Prometheus). No one else think that's a little odd?

Also I'm into most mysteries concerning the Rockman timeline (ex. Elfwars, what happened to Rockman after RM9, Zero's survival, Ceil's activity after RMZ4, symbology in RMZX/ZXA, relations RMZX><RML, etc) so basically...looking for the answers.^^
