I use pencils, and colored pencils. And also rulers to make straight lines.
I wish I had other art options, but I ain't got the money. Like Photoshop, it's too freakin' expensive. Oil Paint, I'm a mess at. I don't use markers very much. etc
So, I'd just stick to the Colored Pencils.

Mechanical Pencils and Printer Paper for traditional stuff (Which I haven't done in ages now)
And my Wacom Bamboo Tablet. With Corel Painter 11 / Easy Paint Tool SAI / Photoshop CS3 for programs.

Photoshop CS4 for anime shading/ multiple layers work/ vector.
Open Canvas 4.0 for sketching/ painting.
Comic Studio EX for Comic/ screentone.

Depends. For digital, it's:
Wacom Graphire small
Photoshop CS3 for everything.
For traditional:
Non-photo blue pencils for sketching
.05 mechanical pencil for linework and shading
Pigma pens in varying sizes
Grey tonal pens
White pens for highlights
Various paper (either sketchbook, bristol board, Comic ProBoards)
Prismacolor pencils
Colourless blenders
Markers
Acrylic paints
Various straight edges for, well, straight lines (rulers, T-square, triangles)
Flexible curve for curved lines
Mostly now, though, I colour my stuff in Photoshop, regardless if it was scanned or not.
Oh yes, and I utilize my library of art books for when I need references, poses, anatomy, proportion, and techniques.

Computer paper, a mechanical pencil, along with their crappy erasers, whatever runny ink gel pen I have handy, a scanner and Adobe PhotoDeluxe circa 1999, and a mouse. And ooohapieceofcandykie. Screw you kids and your Photoshop and tablets and paint tools and fancy brushes. Work with the antiques like me!

Yeah, I bought my Bamboo on eBay, through the NCIX outlet.
$70 USD.
My Bamboo model is the old one, I'm sure it's a little cheaper now.

Hahaha, I actually am seriously gonna buy one, probably off Amazon tomorrow. It was one of the things I planned to spend my tax rebate on, along with a PS3. Tabby was the only one I really talked to about it, but my depression from these Unity contests have kinda motivated me enough that I feel I have to get one now in order to try to improve my skills somewhat. Whether it's the globs always left on my lineart from the pens I use to ink, to the lack of brush options or tools I have when coloring, it has been in the back of my mind for quite some time. It's just one of those things where sometimes you have to push yourself out of your comfort zones to improve. And I actually do intend to do so soon. Results may vary... 8D
