Looks like he has the ability to dash.

Even though the palette is probably not accurate, I'd say it's pretty close.

Why did they use such a light shade of gray?

Bass should be 100% complete until the rest of his official sprites surface (Because the fact that he's a Mega Man edit makes things easier for me). Palletes are for obligitory weapon colors.
